It is essential to understand the political environment when understanding a political phenomenon. The reason why the Cuban Revolution was successful in 1958-1959 but failed in Africa Congo and Bolivia afterwards was due to the differences in the political situation. Unlike in Cuba, the people's revolutionary will was less important than the rivalry in Congo and the combat environment was unfavorable in Bolivia, and the political inclinations of the indigenous peoples were hostile. Such mistakes may also appear in analyzing and understanding political phenomena. To prevent this, we need to differentiate between the phenomenon and the environment and develop a comprehensive understanding system.
However, despite being natural and unavoidable, there is a common problem that follows from distinguishing between the phenomenon and the environment. This is that it often fails to explain what needs to be explained by attributing the explanation of the phenomenon to the uniqueness of the environment. For example, why did Che Guevara's revolution succeed in Cuba but fail in Congo and Bolivia? There is often a tendency to attribute the cause to the environmental uniqueness of Congo and Bolivia. In other words, they say that the environment was different. What needs to be explained then is what the differences were between the Cuban environment and the environments of Congo and Bolivia, and why these differences led to the difference between the success and failure of the revolution. And more importantly, it is necessary to generalize and explain which elements of the environment have what kind of influence on what elements of political behavior.
To solve this problem, I propose ① the framework of "Three-Level Scale of Political Phenomena" for spatial analysis of political phenomena, and ② "Triplicity of Choice Situations" for temporal analysis. Then, I will present ③ the concept of "multi-layer Structure of Social Phenomena," which is based on this understanding.
Through the third one, the multi-layer Structure of Social Phenomena, we can understand what needs to be considered and observed in order to deeply analyze a simple social activity. This analysis will then lead to finding the elements to be considered in order to understand it based on general principles. The necessary specific elements can then be discovered and verified by repeatedly applying the spatial analysis framework of the "Three-Level Scale of Political Phenomena" and the temporal analysis framework of the "Triplicity of Choice Situations."
