Samjae Capacity as a Means of Acquiring Power

 

Is political capacity truly Samjae capacity? The classification and emphasis of political capacity as Samjae capacity can be found in various ancient Chinese classics. It is said that a Persian prince around 1080 AD once said:

 

“The kingdom can be held by the army, and the army by gold; and gold is acquired through agricultural development; and agricultural development through justice and equity. Therefore be just and equitable.”

 

In this statement, it is mentioned that economic capacity, which corresponds to the threat of poverty, is divided into gold and agricultural development, but it is precisely what Samjae capacity is necessary for the kingdom. In modern times, Alvin Toffler has well stated the following:

 

As soon as we focus on purposeful human acts, and ask what makes people and whole societies acquiesce to the wishes of the "powerful," we find ourselves once more facing the trinity of muscle, money, and mind.

 

In this context, "muscle" refers to armed capacity, "money" refers to economic capacity, and "mind" refers to ideological capacity. The power regime can also be understood similarly when it is divided into categories of threat capability, exchange capability, and love power, as similar to the Boulding's theory. These Samjae capacities are necessary to create a 'kingdom' or to make people follow the will of the 'stronger power.' In other words, Samjae capacities are required to establish a power regime.
