㉠ Interaction between Political Capacity and Situation
If someone wants to gain political power, they must enhance their political capacity and use it appropriately in the situation. In the basic example, when there is a threat from a beast, Peter, who has strong armed capacity, gains power, while Kevin and Ben gain power when there is hunger or directionlessness, respectively. On the other hand, when facing a threat from a beast, it is not important to discuss ethics, and the ability to fight a beast is not necessary when struggling with hunger. Similarly, when experiencing suicidal impulses due to a sense of despair in life, having food to eat is also worthless.
The key here is to understand the relationship between the "social conditions" and "political capacity" of the political actor. Therefore, I will provide a more detailed explanation of what effective political capacity is, depending on the nature of the conditions. Let me call this "effective capacity." Effective capacity means the following.
[Ch.3.401] Which of Samjae capacities compose the social order system determines which capacity a political actor can utilize in political activity, and it is "available capacity".
Available capacity can be directly derived from the establishment conditions of each capacity[Ch.3.104], which applies The Conditionality of Macro-Level Phenomena[Ch.2.16] to the principle of Samjae capacities[Ch.1.2]. According to the establishment conditions of Samjae capacities, armed capacity becomes available capacity without any social conditions, while economic capacity can only become available capacity if it is based on armed force and ideological capacity can only become available capacity if economic capacity is sufficiently secured (enough to make a living). This means that once the social security is ensured, political actors will focus on securing economic and ideological capacity, and if the society is already abundant, political actors will only focus on securing ideological capacity.
The available capacity tells us the relationship between ⓐsocial conditions and ⓑeffective capacity, so in order to gain a more detailed understanding of this relationship, each of these factors must be examined in detail. In this regard, I will explore the 'canonical process of political development' and the 'changes in available capacity'.
