In relation to the structure of value systems, which are the content of ideology, the more concrete interaction methods of political actors are as follows:
[Ch.4.15] Generally, the ruling class (the powerful) tries to exert influence in the order of “fundamental beliefs → theoretical system → cultural activities," while the ruled class (the obedient) exerts influence in the reverse direction, from "cultural activities → theoretical system → fundamental beliefs."
The ruling class is a minority but possesses strong political power, primarily through military and economic capacities. Their activities typically involve supporting scholars to conduct research and provide logical justifications for specific political actions, although they are fewer in number compared to the general public. On the other hand, the ruled class expresses and strengthens their position through numerous small activities. The most important channels for this are historical records and literature. "Historical records and literature, especially contemporary poetry, reflect the social, political, and indirect economic crises of the time, as well as the dissatisfaction of individuals and social classes." This is because records and literature are enjoyed more by the ruled class than the ruling class. While records are influenced by the ruling class, as they require the support of a majority of intellectuals, literature, in particular, is enjoyed and shared by more people and thus influenced by the ruled class. The values reflected in literature spread to more people, form a temporal consensus, and ultimately determine the direction of political change.
