Let me explain the meaning of the 3rd law of political phenomenology in detail.
The process of establishing, revoking, or resetting rule systems that are adhered to among political actors (individuals or groups) occurs in every aspect of political phenomena. The process of moving from one rule system(R) to a new rule system(R*) is what we refer to as political change(R→R*).
The size of political change is determined by the number of different rules between the existing political regime(R) and the new political regime(R*). In other words, the more different rules there are between them, the greater the regime change will be. To explain using a diagram, the vertical axis in [Diag.3.C.2] represents the point of balance of each political member's profit, which is the set of points that make up the rule system. When the rule system changes, the understanding of the parties involved changes, and the appropriate actions related to it also change. If the size of the values is significantly different, it means that the actions required by the rules are that different, which indicates that the rules have changed significantly. Therefore, the larger the difference in the vertical values (bottom to top) between the previous rule system(R) and the new rule system(R*), the greater the "regime change".
As explained earlier, the restructuring of rule systems is essential to cooperative political processes, rather than war[Ch.2.11]. Thus, even in small gatherings of friends, new rule systems are created according to changes in members and conditions, and on a larger scale, new legal systems are established and existing ones are abolished in response to reasons such as industrial development, changes in the world political order, and climate change in a country's constitution or laws. In fact, the change in the legal system that is actually adhered to is synonymous with regime change. There are also laws that govern this, and that is what the 3rd law of political phenomena is referring to.
